Modi government will soon set the reform of replacing UGC and AICTE with one higher regulatory rolling.
Modi government will bring about a comprehensive reformation by scraping University Grants Commission (UGC) and the All India Council for Technical Education (AICTE) and replacing it with one higher education regulator likely to be named as the Higher Education Empowerment Regulation Agency (HEERA).
This decision was for a long time being negotiated by experts but never implemented. The topic was discussed in the meeting on education chaired by the Prime Minister of India, Narendra Modi early this March. As a first step towards its implementation, interim reforms will be made to the current rules. Over this time, the setting up of the higher regulator HEERA will be set rolling.
Work is in full swing over framing HEERA legislation. Making a single regulatory body will remove all overlapping jurisdictions and lack of institutional autonomy. It will eradicate restrictive regulation and obscure, subjective norms. It will also make curricula framing much efficient and easier. The idea isn’t introduced now but was under talks since the time of UPA government but the reform was never introduced.
